It appears there has been Federal money and grants available. Absolutely need the availability of places to be fixed up to use for apprenticeship opportunities — to teach marketable skills. I just read or should say listened to the black woman in Baltimore who told her story and how she too wondered about things but it was more about the money being wasted or stolen that was sent to the city.
